Abstract

The relationship between the President and Congress in U.S.A. The presidential system in U.S.A. derived from the Principle of the Separation of the Power strictly. However, even though the two powers are independent from each other but it does not mean that they have no relationship in performing their duties. The President has a right to initiate bills and veto while the congress may exercise its authority to control the president’s activities, for instance, the power to inspect the budget, appointing persons holding political positions, investigate and control commissions including impeachment of the President. From the related principles and facts, instead of mentioning the Principle of the Separation of the Power, it can be concluded that there is a mechanism to avoid superiority of one power in order to create collaboration in a certain extent.
