ข้อเสนอเพื่อการยกร่างกฎหมายว่าด้วยผู้ไตสวนอิสระของไทย

Abstract

Thailand has been a Democratic Country under parliamentary system for over 80 years. During this time, several problems upon using illegal political power and malpractice of the politicians have thus been found from time to time. The conceptual idea of political reformation had been arisen and led to the first objective priority in establishing an organization and system to examine the using of political power in order to protect, eliminate malpractice and using illegal political power, as being appeared in the Constitution of Thailand B.E. 2540 which tended to be the Constitutional Measures. However, some organizations in the past had been intervened by the political sector, this resulting to the lack of public confidence in these organizations. Whenever this kind of incident happened, people could not find any solution or having participation in the examined process to these actions and, therefore, led to frequent unsatisfied violent incident in the past. For this reason, “Independent Council” is an approach for the people, as the owner of the sovereignty’s power, to be able to participate in the examined process of the political sector. Independent Council will carry the duty to examine all the politicians’ corruption, especially in case of the existing organization has failed its duty as independent or equilibrium one.
