Abstract

The outcome of the 15th Conference of the Parties (COP 15) at Copenhagen, the socalled “Copenhagen Conference”, where the Copenhagen Accord was circulated, might be considered as a success or a failure. If stock could be taken of what had transpired prior to the Copenhagen Conference, both at the regional and global levels, it would not be a surprise to observe that leaders of many Parties to the United Nations Framework Convention on Climate Change (UNFCCC) had expressed their positive gesture to adopt an instrument of political in nature as a building block to a legally-binding instrument at a later date, which would be enforceable after the Kyoto Protocol. This article attempts to identify the way forward for Thailand, as a developing country, to be prepared for the upcoming negotiations which aim to reach an acceptable instrument for adoption by consensus before 2012.
