กฎกระทรวงฉบับที่ 62 (พ.ศ.2559) ภายใต้พระราชบัญญัติการขนส่งทางบก พ.ศ. 2522 กำหนดให้รถประจำทางสาธารณะต้องจัดให้มีอุปกรณ์ภายในรถเช่น อุปกรณ์หรือแผ่นสะท้อนแสงอุปกรณ์ยึดตู้หรือถังบรรทุก และเข็มขัดนิรภัย เป็นต้น ทั้งนี้เพื่อยกระดับด้านวิศวกรรมยานยนต์ นอกจากนี้ร่างพระราชบัญญัติการขนส่งทางบก พ.ศ. ... มาตรา 158 ยังวางหลักว่าในการประกอบการขนส่ง ผู้ได้รับใบอนุญาตประกอบการขนส่งต้องจัดให้มีอุปกรณ์และเครื่องมือเครื่องใช้เกี่ยวกับความปลอดภัยในการขนส่ง จากการศึกษาพบว่าอุบัติเหตุจำนวนมากเกิดจากการไม่มีอุปกรณ์บางชนิด และอุบัติเหตุที่เกิดขึ้นมักก่อให้เกิดความบาดเจ็บที่รุนแรงเพราะขาดอุปกรณ์ หรือผู้โดยสารไม่ได้ใช้อุปกรณ์เพื่อความปลอดภัย ดังนั้นผู้เขียนจึงศึกษา วิเคราะห์ และเปรียบเทียบ เรื่องอุปกรณ์และเครื่องมือเครื่องใช้เกี่ยวกับความปลอดภัยในการขนส่งของประเทศไทยกับต่างประเทศ โดยกำหนดประเด็นศึกษาไว้ 3 ประเด็น ได้แก่ เข็มขัดนิรภัยและที่นั่งสำหรับเด็ก อุปกรณ์ฉุกเฉิน และกระจกป้องกันจุดบอด

Abstract
Ministerial regulation No. 62 (B.E. 2559) under the Land Transport Act, B.E. 2522, states that public vehicles must be equipped with such tools as Retro Reflective Surfaces. Container-locking tools and safety belts to improve their mechanical engineering. Moreover, the Land Transport Act Amendment B.E…., section 158, states that in public transport services, public transport operators must provide safety tools and equipment. This study points out that a lot of accidents occur due to a lack of certain types of safety kits and that accidents cause severe injuries, mainly because of a lack of these tools, or because passengers did not use them, even when they were available to be used. The researcher, therefore, has studied, analysed and compared safety tools and equipment in Thai public transport services with those used in other countries by looking at three main areas: The three main areas are, safety belts, child seats and, items necessary in case of emergency, and blind spot mirrors.
