Abstract

บทคัดย่อ
การวิจัยมีวัตถุประสงค์ (1) ศึกษาปัญหาและอุปสรรคในการนำความรู้วิชากฎหมายไปใช้ในการฝึกหัดปฏิบัติงานสอบสวนของนักเรียนนายร้อยตำรวจ (2) ระดับปัจจัยการนำความรู้ไปใช้ในการฝึกหัดปฏิบัติงานสอบสวน (3) พัฒนาแนวทางการนำความรู้ไปใช้ในในการฝึกหัดปฏิบัติงานสอบสวน กลุ่มตัวอย่างคือ นักเรียนนายร้อยตำรวจชั้นปีที่ 4 รุ่นที่ 68 จำนวน 253 คน เครื่องมือ คือแบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้โปรแกรมสถิติสำเร็จรูป สถิติที่ใช้ในการวิเคราะห์ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่า t-test ค่า F-test (One-Way ANOVA) ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันและการวิเคราะห์การถดถอยพหุคูณโดยเทคนิควิธี Stepwise โดยมีนัยสำคัญทางสถิติที่ระดับ .05
ผลการศึกษา พบว่าปัญหาและอุปสรรคในการนำความรู้วิชากฎหมายไปใช้ในการฝึกหัดปฏิบัติงานสอบสวนคือ ช่วงเวลาที่ศึกษาภาคทฤษฎีกับปฏิบัติห่างกันทำให้ผู้รับการฝึกหัดหลงลืม ไม่อาจนำความรู้ที่ศึกษามาปรับใช้ได้เต็มที่ ระดับปัจจัยการนำความรู้ไปใช้ในการฝึกหัดปฏิบัติงานสอบสวนดังต่อไปนี้คือ มีความคิดเห็นต่อปัจจัยแวดล้อมที่เกี่ยวข้องในการฝึกหัดปฏิบัติงานระดับมาก มีความรู้วิชากฎหมายระดับปานกลาง มีการนำความรู้ไปใช้ระดับมาก มีความยากในการนำความรู้ไปใช้ทำสำนวนการสอบสวนระดับปานกลาง มีความมั่นใจในการฝึกหัดปฏิบัติงานระดับปานกลาง และพบว่า เพศและระดับคะแนนเฉลี่ยขณะศึกษา มีผลต่อการนำความรู้ไปใช้ ปัจจัยแวดล้อมในการฝึกหัดปฏิบัติงาน เนื้อหาความรู้วิชากฎหมายอาญา 1-4 และกฎหมายลักษณะพยานหลักฐานมีความสัมพันธ์ทางบวกกับการนำความรู้ไปใช้ในการฝึกหัดปฏิบัติงาน การกำกับดูแลของหัวหน้างานสอบสวน และการติดตามผลการปฏิบัติจากโรงเรียนนายร้อยตำรวจ มีผลร่วมกันพยากรณ์การนำความรู้ไปใช้ในการฝึกหัดปฏิบัติงานสอบสวน ควรมีการพัฒนาหลักสูตรการศึกษา โดยให้มีการศึกษาภาคทฤษฎีและภาคปฏิบัติควบคู่กันไปและให้ศึกษาตัวอย่างสำนวนเพื่อทราบขั้นตอนการปฏิบัติ

Abstract
The objectives of this research are (1) to study of problems and impediment related to application of legal knowledge for police cadet investigational practices (2) to know the factors and levels of legal knowledge applied in police cadet investigational practices (3) to improve and enhance the legal knowledge application to the police cadet investigational practices. The study-group of this research was Year-4 Police Cadet Class 68 total amount of 253 persons. The information gathering tools was questionnaires and interviews. The acquired-data analyses by statistical analysis program. The statistics used for the analysis were percentage, mean, standard deviation, t-test, one-way ANOVA, Pearson's product moment correlation coefficient, and stepwise multiple regression analysis with the level .05 of statistical implication.
The results of the study showed that problems and impediment of applying knowledge of law to the investigational practice were: the interval-time between theoretical study (legal-knowledge) and investigational practice, thus, caused of forgotten of legal knowledge already learnt, moreover, inefficiency application of legal knowledge. the study also shown, the factors and level of legal knowledge application are varies from, highly skeptical opinions of operational practices, average legal knowledge level, highly appreciate for the use of legal knowledge, level of appreciation on knowledge applicable for inquiry and investigation process (e.g. inquiry & investigation report) are at the middle, self-confident and comfortableness toward operational practices observed at medium-level. Further observation has been put on as depicted aspect of sex, grade point average (GPA) are an influencer to an on-field operational practices for police cadet as well. Knowledge acquired from Law of evidence and Criminal law part1-4 has positive impact on application of legal knowledge in on-field operational practices. Under supervision commanders of investigational operation combines with the continuous assessment of Royal Police Cadet Academy, agreed upon, an inevitability of comprehensive study of law theories and operational practices including practicing on investigational report, all these, should be the keys improvement on police education.
